Moving the vehicle to another state is a different, costlier process than a local transfer:
- NOC from the current RTO via Form 28: nominal fee.
- Re-registration in the new state via Form 27: registration fee plus smart card charges.
- Road tax in the new state: the big line item, typically 6 to 14 percent of the vehicle's value depending on the state. This is why interstate transfers can cost tens of thousands.
- Road tax refund from the old state: claimable after re-registration, which offsets part of the cost.
So "transfer of vehicle registration from one state to another" realistically costs Rs 5,000 to Rs 50,000+ depending on the car's value and the destination state's tax rate, not the few hundred rupees of a local transfer.
