Form 28 is the application for a No Objection Certificate (NOC) from the RTO. It confirms the vehicle has no pending dues or legal issues and that the authority has no objection to the transfer or re-registration. Not every sale needs it, but when it is required, the transfer cannot proceed without it.

When Form 28 (NOC) is required

For a straightforward same-state sale on a loan-free car, you usually need only Form 29 and Form 30, not Form 28. See the documents checklist.

  1. Fill Form 28 (commonly three copies).
  2. Clear any pending challans, road tax and dues.
  3. If there is a loan, get the financier's clearance.
  4. Submit to the RTO with the RC, insurance, PUC and ID proofs.
  5. The RTO runs verification, then issues the NOC.

When do I need Form 28 (NOC) for a car?

You need a NOC when the car moves to another state (re-registration) and when there was a loan on it. For a same-state sale on a loan-free car, Form 28 is usually not required.

How many copies of Form 28 are needed?

Typically three copies of Form 28 are submitted for an NOC, but the exact number varies by RTO, especially for interstate cases. Confirm with your local RTO.

How long does an NOC take?
