Form 28 & NOC for a Car: When You Need It and How to Get It
Form 28 is the application for a No Objection Certificate (NOC) from the RTO. It confirms the vehicle has no pending dues or legal issues and that the authority has no objection to the transfer or re-registration. Not every sale needs it, but when it is required, the transfer cannot proceed without it.

When Form 28 (NOC) is required
- Interstate transfer: the car is moving to a different state and must be re-registered there with Form 27.
- Loan on the car: the financier's hypothecation must be cleared, and a NOC obtained.
- Some RTOs ask for it in other transfer cases, so check locally.

What Form 28 contains
- Registration number and vehicle details
- Engine number and chassis number
- Owner name and address
- The RTO and the purpose (transfer, re-registration)
- Details of any hypothecation
How to get the NOC
- Fill Form 28 (commonly three copies).
- Clear any pending challans, road tax and dues.
- If there is a loan, get the financier's clearance.
- Submit to the RTO with the RC, insurance, PUC and ID proofs.
- The RTO runs verification, then issues the NOC.

When do I need Form 28 (NOC) for a car?
You need a NOC when the car moves to another state (re-registration) and when there was a loan on it. For a same-state sale on a loan-free car, Form 28 is usually not required.
How many copies of Form 28 are needed?
