Selling a used car to a buyer in another state is routine for dealers near state borders and in metro markets. The sale itself works like any other, but the vehicle's registration does not follow the buyer automatically. Once the car settles in its new state, it needs a new registration mark, and Form 27 is the application that requests it.

What is Form 27?

Form 27 is the "Application for Assignment of New Registration Mark on Removal of a Motor Vehicle to Another State", prescribed under rule 54 of the Central Motor Vehicles Rules, 1989. It is filed with the registering authority of the new state, and it must carry the No Objection Certificate issued by the original RTO.

The interstate move, step by step

  1. Form 28 first. The current owner obtains an NOC from the RTO where the vehicle is registered. Full guide: Form 28 and NOC for a car.
  2. Move the vehicle. The law allows a vehicle to run in another state for up to 12 months on its existing registration.
  3. Form 27 within 12 months. Apply to the new state's RTO for a new registration mark, attaching the NOC, RC, insurance, PUC, address proof and the new state's road tax payment.
  4. Ownership transfer, if there was a sale. If the move happened because of a sale, Form 29 and Form 30 run alongside, and the new RC comes out with both the new number and the new owner.

What goes on the form

Vehicle registration number, chassis and engine numbers, the NOC details, and the applicant's address in the new state. The registering authority verifies the chassis imprint physically, so the vehicle must be produced.

When is Form 27 required?

Form 27 is required when a vehicle registered in one state is kept in another state for more than 12 months. The owner must apply to the new state's registering authority for a new registration mark, carrying the NOC from the original RTO obtained via Form 28.

What is the difference between Form 27 and Form 28?

Form 28 is the application for a No Objection Certificate from the RTO where the vehicle is currently registered. Form 27 is the application to the new RTO for assignment of a new registration mark. Form 28 comes first, Form 27 second.

Does the buyer get a refund of road tax from the old state?

Yes, most states refund the unused portion of lifetime road tax after the vehicle is re-registered in the new state. The refund is claimed from the original RTO with proof of the new registration.

Can I sell a car to a buyer in another state without Form 27?

You can sell it, but the buyer will need the Form 28 NOC from your RTO at the time of sale, and will then file Form 27 in their home state along with the ownership transfer paperwork.

Is Form 27 the same in every state, including Bihar, Karnataka or Tamil Nadu?

Yes. Form 27 is a central form prescribed under the Central Motor Vehicles Rules, 1989, and every state transport department, including Bihar, Karnataka and Tamil Nadu, uses the identical format. There is no separate state-specific version to look for.
