Form 33: Changing the Address on a Vehicle's RC
Change of address sounds like the most boring form at the RTO, but a stale address on the RC creates real friction: challans and notices go to the wrong place, and ownership transfer verification stalls. What is Form 33?
Form 33 is the "Application for Change of Residence Recorded in the Certificate of Registration", prescribed under rule 59 of the Central Motor Vehicles Rules, 1989. The owner must intimate the new address within 30 days of moving.
When it applies
- The registered owner moved within the same state. (A move to another state means Form 28 NOC plus Form 27 re-registration instead.)
- A buyer completed an ownership transfer but then moved before the new RC arrived.
- A dealer's own fleet vehicles after relocating the dealership.
The process
- Fill Form 33 with the registration number, chassis and engine numbers, and the new address.
- Attach address proof, RC, insurance, and the financier's NOC if the vehicle is under hypothecation.
- Submit at the RTO or via the Parivahan portal where the state supports it, with the small prescribed fee.
- The new address is recorded on the RC.
Why it matters in used-car deals
During a transfer, the RTO corresponds with the seller and buyer at their recorded addresses. If the seller's address is outdated, verification letters bounce and the buyer's Form 30 sits in a queue. Checking that both parties' addresses are current is a cheap way to keep a transfer on schedule, right alongside having the sale letter and invoice in order.

When must Form 33 be filed?
The registered owner must report a change of residential address to the registering authority within 30 days of moving, using Form 33. The RTO then records the new address in the certificate of registration.
Is Form 33 needed if I move within the same city?
Yes. Any change in the recorded address must be intimated within 30 days, even within the same RTO jurisdiction. If you move to a different state, the process becomes re-registration with Form 28 NOC and Form 27 instead.
What documents go with Form 33?
The RC, valid insurance, proof of the new address (Aadhaar, utility bill, rent agreement or similar accepted proof), and the prescribed fee. If the vehicle is financed, a no objection from the financier is also required.
Why does the RC address matter in a used-car deal?
RTO notices, challans and the transfer correspondence go to the recorded address. A stale address on the seller's RC slows verification during ownership transfer and can hold up the buyer's Form 30 processing.
Is Form 33 the same form number 33 used in every state?
Yes. Form 33 (also written as Form No. 33) is prescribed centrally under the Central Motor Vehicles Rules, 1989, so every state RTO uses the same format for a change-of-address intimation.
