How to Verify a Used Car RC
For Car and Bike Dealers in India
Start free →Verify a used car's RC before you pay for it, not after you have taken it into stock. A quick check tells you whether the owner details match, whether an old loan is still on the car, and whether the insurance, PUC and tax are alive. Get it wrong and you have a unit that will not transfer cleanly and will sit on your lot.
The manual way takes about five minutes per car across two or three government sites. Inside Bill My Car it is one tap. Both are covered below, starting with what you are actually looking for.
What "verifying an RC" means
The Registration Certificate is the vehicle's identity document. Verifying it means confirming that the car in front of you is the car the RC describes, that the person selling it is entitled to sell it, and that nothing on the record blocks a transfer.
Three things can go wrong, and all three are expensive:
- The details do not match the car (wrong chassis or engine number, a re-stamped number).
- The car is not clean (a loan is still hypothecated, or there is a pending court challan).
- The papers are dead (insurance lapsed, PUC expired, registration near its 15-year limit).
What to check on an RC before you buy
Run through this at intake, every time. Match each field against the physical RC and the car itself.
| What to check | What it tells you | Red flag |
|---|---|---|
| Owner name | Who is entitled to sell | Seller is not the owner and has no authorisation |
| Chassis and engine number | The car matches the record | Numbers do not match, or look tampered |
| Registration date | Age and the 15-year clock | Close to 15 years, needs Form 25 renewal |
| Hypothecation | Whether a loan is still on the car | Financier still listed, no Form 35 closure |
| Insurance validity | Cover is active | Lapsed, so no NOC and no legal drive |
| PUC validity | Emissions are current | Expired, blocks a clean sale later |
| Tax and fitness | Dues and commercial fitness | Tax pending, or fitness expired on a commercial vehicle |
| Pending challans | Traffic and court dues | Any unpaid challan, checked separately |
The two that catch dealers out are hypothecation and challans. A hypothecated RC is not a clean car, no matter what the seller says about the loan being closed. And a challan follows the registration number, so it lands on whoever the RTO shows as owner. Check pending dues separately, the way we cover in check pending challans before a sale.
How to check it manually
Parivahan VAHAN is the national vehicle database run by the Ministry of Road Transport and Highways (MoRTH). Enter the registration number to see the owner, maker and model, registration date, fuel type, and the validity of insurance, PUC, tax and fitness. The mParivahan app shows the same core details on your phone.
The e-challan service is a separate check. VAHAN will not show you a pending challan, so run the number on the Parivahan e-challan service and the traffic police portal of every state the car has been driven in.
The physical RC and the car are the last word. Read the chassis and engine numbers off the car and match them to the RC by hand. This is the step a photo can never replace, and it is where re-stamped or mismatched numbers show up.
For owner details alone, see how to check car owner by number plate. For the full paperwork you should also collect when you buy, see used car purchase documents.
The problem with the manual check: time
The check itself is simple. Doing it fifty times a month, across three sites, then typing every field into your stock record by hand, is where it breaks down. Dealers skip it when they are busy, and the skipped check is always the one that turns into a stuck unit.
That is the part Bill My Car removes.
How Bill My Car verifies an RC in one tap
When you add a vehicle to stock or record a purchase, type the registration number and tap Verify. Bill My Car pulls the vehicle's details from the official records and fills the form for you:
- Owner name, registration date, and registering RTO
- Maker, model, fuel type and colour
- Chassis and engine number
- Hypothecation status, so you see a live loan before you buy
- Insurance, PUC, tax and fitness validity
The verified fields are highlighted so you can see exactly what came from the record and what you typed. You review every field and edit anything before saving, because you are the one who has the car in front of you. The lookup is cached, so re-checking the same car is instant.
The result is that verification stops being a chore you skip. It becomes the first thing you do when a car arrives, because it takes a second and it fills in your stock record at the same time.
Red flags that should stop a purchase
- The seller's name does not match the RC and there is no authorisation to sell.
- Hypothecation is still showing. The loan is not your problem to chase.
- Chassis or engine numbers do not match the car.
- A pending challan is marked as referred to court, which will hold up the NOC.
- The registration is near 15 years with no renewal, or fitness has expired on a commercial vehicle.
Any one of these is a reason to hold the money until it is resolved in writing. A car that cannot transfer cleanly is not stock, it is a liability parked on your lot.
Verify first, then take it in
Make RC verification the first step of intake, before the price is agreed. It protects you from cars you cannot sell, and it fills your stock record while you are at it.
Bill My Car verifies the RC, records the purchase, and adds the car to your stock from one entry, then keeps every document in your own Google Drive by registration number. Sign in and try it.
Vehicle records, portal availability and RTO procedures change over time and vary by state. Confirm current details on the official MoRTH and Parivahan services at the time of purchase.

How do I verify a used car's RC before buying it?
Run the registration number on the Parivahan VAHAN service to confirm the owner, chassis and engine numbers, fuel type, registration date and validity of insurance, PUC, tax and fitness. Check hypothecation to see if a loan is still on the car, and run a separate e-challan check. Match every detail against the physical RC and the car in front of you.
What does hypothecation on an RC mean for a dealer?
It means a bank or financier still has a charge on the vehicle from an old loan. Until it is removed with Form 35, the RC is not clean and a straightforward transfer is blocked. Never take a hypothecated car into stock on the promise that the loan is closed. Ask for the loan closure letter and the updated RC first.
Can I trust the seller's photo of the RC?
No. A photo can be old, edited, or of a different car. Verify the registration number yourself against the live records, and physically check that the chassis and engine numbers on the car match the RC. A five-minute check at intake is cheaper than a unit you cannot sell cleanly.
Does Bill My Car verify the RC automatically?
Yes. When you add a vehicle to stock or record a purchase, type the registration number and tap Verify. Bill My Car fills the owner, chassis, engine, fuel, colour, registration date, hypothecation and the validity of insurance, PUC, tax and fitness from the official records. You review and edit before saving.
