Form 35 is the application for termination of hypothecation under the Central Motor Vehicles Rules, 1989 [Rule 61(1)]. When a vehicle loan is fully repaid, the bank's name stays on the RC until the owner formally applies to remove it. That application is Form 35.

What hypothecation means on an RC

When you finance a vehicle, the lender registers a lien called hypothecation on the RC. This shows the bank has a financial interest in the vehicle. While hypothecation stands, the vehicle owner cannot:

How to remove hypothecation from RC after loan closure, step by step

Whether the loan was for a car or a two wheeler, the removal process (sometimes called HP cancellation or hypothecation cancellation) is the same:

  1. Repay the loan in full and collect the NDC or NOC from the bank.
  2. Ask the bank to co-sign Form 35 (the financer's signature is mandatory).
  3. Collect the original RC book, insurance, and PUC from the vehicle file.
  4. Submit Form 35 and all supporting documents at the RTO where the vehicle is registered.
  5. Pay the prescribed fees (varies by state, typically Rs 300 to Rs 500).
  6. Collect the updated RC with hypothecation removed, or wait for it to arrive by post.
